Background Check The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI fingerprint check, state and county checks). A criminal background check involves a 10-year inquiry for any location where the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation, the criminal background checks of individuals who have not resided in the United States or its territories for the preceding 5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only, but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S. government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or as an employee of a U.S.-based employer/company. If the Inspection Service is unable to perform a complete background check because of residency outside the United States, such individuals will be ineligible for Postal employment. Functional Purpose Conducts timely and thorough research and analysis of complex and sensitive public policy, legislative and regulatory matters having possible impact on the Postal Service and the mailing industry. Considers viewpoints of policymakers, stakeholders and public policy organizations to create compelling advocacy materials to support advancement of the Postal Service’s legislative and public policy agenda.

DUTIES AND RESPONSIBILITIES

1. Analyzes, researches, integrates data and develops reports, briefing memos, white papers and presentations, advocacy

tools and other persuasive content concerning highly complex issues to advance the Postal Service’s legislative and public policy objectives.

2. Analyzes implications of proposed legislation, executive orders, policy directives, regulatory changes, congressional

hearings and public policy reports that may impact the Postal Service or the mailing industry and prepares concise and timely summaries to inform senior management.

3. Evaluates and summarizes data from different viewpoints on legislative positions and initiatives, including investigative

reports and audits; prepares appropriate documents to convey accurate information and potential implications to senior management.

4. Provides research, analysis, writing and related input for internal strategic planning and public policy development.

5. Researches and prepares briefing material, including information on Postal Service initiatives, report summaries, and

position papers for use in preparing senior officials to testify before Congress.

6. Provides oversight and technical guidance to unit employees, monitoring critical performance points.

1. Knowledge of the English language, including composition, grammar, punctuation, and spelling, at a level sufficient to

obtain information necessary to develop, edit, and write the most complex and high-level documents, and review and edit the work prepared by junior staff.

2. Ability to use strong analytical and critical thinking skills, including evaluation of viewpoints expressed by policymakers,

stakeholders and public policy organizations, to create high-quality clear, concise and persuasive advocacy content for a range of audiences.

3. Ability to proactively and quickly evaluate and report to senior management the positions taken by elected officials,

government agencies, stakeholders and public policy organizations on matters of interest to the organization.

4. Ability to independently manage multiple tasks simultaneously, synthesize information from multiple sources and

viewpoints, and prepare documents summarizing and making recommendations on highly complex issues, under pressure and within tight deadlines.

5. Ability to provide direction and technical guidance to junior staff in analyzing issues, identifying and researching information

resources, developing written documents, and addressing improvement needs.

6. Ability to synthesize highly complex analyses into easy-to-understand language for non-technical audiences.

7. Knowledge of political processes, congressional procedures and regulatory requirements sufficient to work with

congressional staff to gain insights regarding these fundamentals and resulting issues of importance to the Postal Service.

8. Demonstrable skill working with congressional staff to gain insights into the political processes, congressional procedures,

and regulatory requirements that are of importance to the Postal Service. Reimbursement of relocation expenses will NOT be considered. **This position requires a MBI clearance.
