SALARY RANGE: 91,030.00 - 105,835.00 USD Annually

Background Check The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI fingerprint check, state and county checks). A criminal background check involves a 10-year inquiry for any location where the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation, the criminal background checks of individuals who have not resided in the United States or its territories for the preceding 5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only, but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S. government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or as an employee of a U.S.-based employer/company. If the Inspection Service is unable to perform a complete background check because of residency outside the United States, such individuals will be ineligible for Postal employment. Functional Purpose Supports facility heads with lease interpretation and enforcement in regards to maintenance matters. Develops, administers, and enters into agreements with landlords and their representatives. DUTIES AND RESPONSIBILITIES1. Reviews and interprets lease agreements to support Postal facilities with building maintenance issues.

2. Provides direction and guidance to facilities, local maintenance departments, and other contract personnel to ensure

compliance with lease agreements.

3. Analyzes contracts to determine the roles and responsibilities agreed upon at time of settlement. Determines appropriate

manner in which to enforce contract agreements.

4. Communicates with landlords and their representatives; contractors and consultants; local, state, and federal officials; and

other parties of interest on Postal real estate and maintenance issues.

5. Manages the enforcement of landlord maintenance contracts. Develops statements of work, reviews proposals,

coordinates efforts between Facilities and the design and constriction professionals, and tracks performance.

1. Ability to manage contracts to include determining requirements, developing statements of work, reviewing proposals, and

monitoring contractor performance.

2. Ability to communicate orally to serve as a liaison on real estate issues and negotiate with property owners.

3. Ability to conduct contract negotiations.

4. Knowledge of real estate laws, principles, practices, and markets.

5. Knowledge of the full life cycle of contracting activities such as acquisition, award and the closeout.
