Background Check The Inspection Service criminal background check is conducted using United States information resources only (e.g., FBI fingerprint check, state and county checks). A criminal background check involves a 10-year inquiry for any location where the individual has resided, worked or gone to school within the United States or its territories. As a result of this limitation, the criminal background checks of individuals who have not resided in the United States or its territories for the preceding 5-years may not be considered complete. The Inspection Service may be able to process inquiries for U.S. Citizens only, but only if their time spent out of the country was spent as: a trailing spouse or dependent of someone working for the U.S. government (military or civilian), a missionary, a student attending school in a foreign country, a Peace Corps participant, or as an employee of a U.S.-based employer/company. Functional Purpose Participates in the development and implementation of industrial and systems engineering projects. Applies engineering principles and techniques related to the design of operations systems and processes and establishes guidelines and policies governing their implementation. Plans, organizes and implements operations studies, collecting and analyzing data using industrial engineering and operations research techniques.
DUTIES AND RESPONSIBILITIES
1. Develops methods and procedures to apply Operations decision support systems technologies to delivery and distribution
processes.
2. Evaluates and estimates economic and process change impacts on operations during design and testing of Operations
decision support systems.
3. Participates in the development of budget requirements and the preparation of program justifications for Operations
decision support systems.
4. Evaluates the data from engineering studies, cost/benefit analyses and audits on Operations decision support systems.
5. Participates in engineering data validation tests and studies of operations decision support systems.
6. Participates in development and application of policy and procedure documents governing use of support of Operations
decision support systems.
7. Participates in developing plans and procedures to integrate operations decision support systems with other Postal Service
information systems and data bases.8. Oversees project activity and funds, procurement activity and assists with deployment and support efforts for Operations decision support systems.
9. Occasionally provides guidance and coordination to Postal professionals and contract personnel in the design and
development of Operations decision support information systems.
10. Has contact with representatives of industry, academic institutions, other government agencies and contracting firms.
11. Provides program guidance, direction or advice to employees within or outside the organizational unit; may oversee or
coordinate the activities of professional, technical or clerical employees, including contractors.

1. Knowledge of industrial and systems engineering principles and techniques related to the design of operations systems
and processes.
2. Knowledge of cost/benefit analysis, auditing, and data validation tests.
3. Ability to evaluate the economic impact of process change during the design and testing phase of operations decision
support systems.
4. Ability to evaluate data collected from engineering studies, cost/benefit analyses and audits.
5. Ability to develop policies and procedures regarding the use of operations decision support systems and databases.
6. Ability to estimate expenditures for planned activities in order to provide budget input.
7. Ability to apply operations decision support systems technologies to delivery and distribution processes.
8. Ability to oversee program budgets associated with procurement and deployment activities.
9. Ability to write technical plans, analyses, and reports for postal management.
10. Ability to communicate orally in order to confer and exchange technical information, including providing technical
guidance, with contractors, external consultants, academicians, and representatives of other government agencies.
11. Knowledge of facilities systems or of a similar processing and physical distribution operations environment.
